This strikes me less as being an ad than a DIY article from a magazine of the era, possibly Modern Mechanix or similar. I don't see a manufacturer's logo, and the C clamps are ugly enough to suggest it's a homemade job.
Do the Romneys have a patent?
I saw one of these on the road the other day. Just, odd.
