We've seen this exact same dumb idea for domestic abuse.
From the Chinese agency's press note:
"Problem: Every year, approximately 30.5% of children are abused or neglected, but less than 1% of incidents are reported. Ignoring child abuse makes it more acceptable.
Solution: Our specially designed human punching bag will be hung in busy public areas to highlight the problem of child abuse and help correct the widely held misconception that “Children can never be successful if you do not beat them”. This graphic display will not only educate the public on the rights of children but also remind them to be alert to child abuse and report it."
What I see is a free outdoor workout; You get a nice sweat with the bag.

If I saw a punching bag like this, I'd be all, "POW! Right in the kisser!"
That'd teach those kids.
True. I truly believe all dads should start their day by waking their sons up with an overhand right (or left) to the nose.
Do any of those heavy bags have girls on them or have they all been aborted by now?
What happened to the phenomenon of 'little princes?'
