This is an HIV awareness campaign piece isn't it?
The text under the blue icon is a transliteration on "UN Aids" and the subtext addresses "spid" (the Russian acronym).
And the text under the main slogan refers to the "hiv/aids project for women who provide sexual services along routes/highways"
So, in fact, the visual makes perfect sense!
In Soviet Russia, sex has you.
Irene and the 'Anonymous' are quite correct as to the ad's target and message. I've traveled by car across various parts of Eastern Europe, including Russia and Ukraine. It is VERY VERY common to see prostitutes along the highway. Especially at bus stops that serve tiny villages in the middle of nowhere; it often provides their only opportunity to earn a living.
