The thing that's annoying about outdoor boards is that you can't guarantee what boards you're going to get ... generally you buy a size/location area, not a specific board per se. Or if you want to spend tons more, you can get specific location (if it comes available), and of course, you obviously can't control what's on the other outdoor boards in your location area.
However, a GOOD ad agency will still "ride the boards" and make sure they look like what they're supposed to look like. If my agency had done this ad, and hadn't noted the location of the 2nd board, they wouldn't be my agency any longer.
