(click ad, via) update: commenter Irene says it's an HIV awareness ad? My apologies. Still, a strange visual. Rough translation: "A complete set of the road rubber." IN RUSSIA, EVERYTHING SEX! MILK? SEX! WORK BOOTS? SEX! VERMOUTH? SEX! AND, YES, FUCKING TIRES...СЕКС!

This is an HIV awareness campaign piece isn't it?

The text under the blue icon is a transliteration on "UN Aids" and the subtext addresses "spid" (the Russian acronym).

Irene and the 'Anonymous' are quite correct as to the ad's target and message. I've traveled by car across various parts of Eastern Europe, including Russia and Ukraine. It is VERY VERY common to see prostitutes along the highway. Especially at bus stops that serve tiny villages in the middle of nowhere; it often provides their only opportunity to earn a living.
